Assisting Virginia’s local and state government leaders in developing opioid and substance use abatement strategies through education, research, advocacy, and communication.

The Virginia Recovery Conference is the flagship initiative of the Virginia Opioid Abatement Foundation (VOAF), convening local government and state leaders, clinical service providers, peers and allies, researchers, advocates and other stakeholders to learn about proven strategies to fight the substance use crisis at the community level.
Through expert-led sessions, data-informed dialogue, and shared best practices, the Virginia Recovery Conference highlights effective strategies in prevention, harm reduction, treatment, criminal justice involvement and long-term recovery. The initiatives presented in the conference are considered by the Virginia Opioid Abatement Authority (OAA) to be examples of allowable expenditures of opioid settlement funds. The conference creates space for collaboration, innovation, and alignment — ensuring that communities are equipped with the knowledge and tools to make measurable impact.
The cost of attending the conference, including registration and required travel, are considered allowable uses of opioid abatement funds. 1
By bringing together those on the front lines with policymakers, healthcare providers, and advocates, the VOAF advances a unified, solutions-driven approach to reducing opioid and substance related harm while building a healthier Virginia.

The Virginia Opioid Abatement Foundation (VOAF) assists Virginia’s local and state government leaders in developing opioid and substance use abatement strategies through education, research, advocacy, and communication.
VOAF was formed in 2025 as a registered Virginia non-stock corporation under the provisions of Chapter 10 of Title 13.1 of the Code of Virginia (1950), as amended.
VOAF is recognized under Section 501(c)(3) of the Internal Revenue Code as a tax-exempt charitable organization.
